She was born on October 15, 1944, in Camden, Alabama, US, as Kay Ellen Ivey.

In 2002, Kay became an elected state treasurer since Reconstruction. Ivey was re-elected in 2006 by a 60–40% margin. She served in this position until 2011 (Kay was not eligible to seek reelection to a third term).
In 2010, Ivey was elected lieutenant governor.
